It is possible that the Default Web Site has been replaced or renamed. In the screen shot below, as you can see there is only a site called "Default" (compare to original "Default Web Site" in screenshot2). To fix this issue, create a Default website that duplicates the original structure of the Default website and then installing BIA properly.
