I see three buttons, above the records in the list, with next to each button a label. The button is not clickable, the label is clickable. The labels are "Merge", "Delete" and "Deactivate". When logged in as a different user, the buttons are visible but the labels not. So the user can't start the action mentioned in the label. I just verified this and its a bug. The actions should be available for Non-administrator users also. Thanks for posting this.
