Is it possible to modify the Customer Portal web pages?

For example a number of our customers have requested a 'search' facility on the Service Case page so that they can type in a Service Case reference number or the ability to apply filters to look for cases created by 'X' created on or after 'Y'.

c360 Licensing Tool v2.6

I am trying to install the licenses for our core product pack and am receiving the following error in the Licensing Tool:

"An error has occured while validating the licensing information: The request failed with HTTP stauts 401: Unauthorized."

I saw another post about this being related to IIS permissions. Can someone expand on this?
