I have been trying to write some simple custom tabs for the v3 portal, and when my administrator tries to install them, the tab displays "The control file should have the extension `ascx`." The files do indeed have the proper extension and there are no other files in the User Controls folder(the dll is placed in the bin folder, as per the custom tabs white paper.) What causes this error?

I have exactly the same problem. Are there any solutions for this issue?

I have created a new tab from Portal Tabs, set the tab file to 'CustomTab.ascx'.
I copied the ascx file from my project to UserControls directory, and copied the dll file to bin directory. But I get the error message 'The control file should have the extension `ascx`.'

I urgently need a solution for this problem. My customer is waiting for new developments.

One reason you are receiving this error may be your version of .NET. Portal uses .NET 1.1, so if you used anything higher, such as 2.0 try recompiling under 1.1.

A year later I happen to stumble upon this again.

As I recall, the problem was having another file in the controls directory, such as a configuration file. Put only ascx controls in that directory and you should be ok.
